From what you're listening to and the quote, I know exactly what you're watching. I saw that the last time it aired, and it's already sitting on my tivo for another viewing if I decide to. Interesting, certainly. This is where a Prius with the Japan-only "electric only" mod would come in handy. Car won't run due to no oxygen? Push the button and off you go!

I'm still kind of amazed that with all the smoke in the air it took people so long to figure out that "HEY! There's a fire! Maybe I should go to the fire shelter!" duhhhhhhhh... I'm smart enough to know that my car ain't gonna work if I wait around too long...

From what I remember the shelters did not have a separate air supply, not did they have cooling. This was very much on my mind as we went thought the reopened tunnel :-S. The separation between you and the heavy lorry heading at you are a bunch of 5 cm high plastic triangles. Comforting.

Tunnels typically cost so much to build that they often don't have any barriers whatsoever -- a road tunnel here in St. Louis doesn't have any beyond signs warning you to not try to pass anyone while in the tunnel.

If I recall (I watched that show last some weeks ago) the shelters were changed to have better airflow and air supply. But if you don't think of going to the shelter in the first place, as far too many people didn't, it still won't help you.

As you've quoted it, without context, it makes no statement on the knowledge of non-experts. A non-expert may, or may not, know that car engines need oxygen to work.

Surely, we all took chemistry at some point of our education, or at least a general science course. All forms of combustion require an oxidizer to work -- hardly an advanced concept. Almost all modern vehicles operate on a form of internal combustion -- with a few exceptions like electric cars and fuel cell vehicles, and most likely some form of combustion was used at some point in the electricity production process to charge the vehicle batteries, even for electrics.
